Is 30% off plus 20% off the same as 50% off?

No. The second discount applies to the already-reduced price, giving 44% off in total. A $200 item costs $112, not $100.

How do I find the original price from a sale price?

Divide by 1 minus the discount as a decimal. A $90 item after 25% off was originally 90 ÷ 0.75 = $120.

Is tax charged before or after the discount?

Almost always after. Sales tax, VAT and GST apply to what you actually pay, so a discount lowers the tax too.
